Nerima City is the birthplace of Japanese animation, with creation of the very first color animated movie "The White Snake" (Toei Douga, 1958) and the very first animated 30 minutes TV series "Astro Boy" (Mushi Production, 1963). City has became the largest industrial center for the Japanese animation with more then 90 related companies within it district. "Contents industries" (Animation, Manga, Movie, and Video Game), with help of advancement of information technology, has been expected for their further development in international market. With this in mind city have decided to strengthen their effort for animation industries development which would not only create employments but transmit the culture originated from Nrima city. In order to accomplish this target, with cooperation of Nerima Animation Association, city has created plan "Coexistence vitalization of Nerima city and animation indueis" in January 2009 and had established it in "Fundamental planing of Nerima City" in December 2009.

In order to contribute to the development and the finding of animation related individual, city hold animation plan competition. This competition not only award their winner but actually create winning animation from that plan.

Electric car fully wrapped in animation character.
In order to get involved with solution for global warming, Nerima city has purchased two non-emission electric car (i-MiEV / Mitubishi Motor) and named them "Ginga ichi-go" and "Ginga ni-go" in May 2009. City uses them to encourage the counter measure for global warming and to teach people about global warming. This car is fully wrapped in character image of Manga "Galaxy Express 999" by Leiji Matsumoto. This is the first time to fully wrap any car purchased by any city council body.
